Does the device have encryption software loaded?

No. However, you can use your OS' built in encryption, however this will lock it to a specific OS (Windows formatted drives can only be read under Windows, etc). For Windows, you're looking for "Bitlocker To Go", on Mac look for Encrypted APFS in Disk Utility, and on Linux, you're looking for LUKS.

What happened to the full metal kingston usb sticks of this size? plastic is much less sturdy.

No idea but I have changed over to the Sandisk equivalent - slightly different shape but all metal and no cap.
