Do these markers bleed through normal printer paper or notebook paper?

I haven't seen any bleed-through on printer paper but I rarely use mine on any thing except cardstock.Notebook paper can come in so many compositions that a blanket answer would possibly be misleading. Alcohol inks bleed; water-based seem to rarely. Not knowing how you intend to use these makes it difficult to give you a straight-up answer. Why not buy just one and experiment?

can i buy singe dual brush pens in desired colors?

I am not sure Hugh. I am a fashion student, and used various colors for skin tone. I used almost all of the set thus far. Most art stores do have / sell single colored art pens, although it might not be the correct color on paper when you get home. I personally mix some of the colors of this set purchased, and do not have any regrets on buying the set.

Is this waterproof and fade resistant?

This set is water based so no not fade resistant . I use FaberCastel which is ink based and when dry is resistant to fading. I also use this set but not as much. Hope this is the answer you need.
