can a 3way bulb be used in this lamp?

no. I replaced the switch with a 3 way

Is this a touch lamp?

No, it is not a touch lamp. There is a knob to turn lamp on and off.

Can anybody tell the height from the base to the top of the shade? Thanks.

From base to top of shade is 27 and 1/2 inches.

Beautiful Lamp, just received it. I am curious what part of the lamp triggers the proposition 65 label?

Interesting. I had not noticed that there was a label on the lamp. I did some research on proposition 65 warning. California requires proposition 65 warning on anything that can possibly cause cancer in 1 in 100,000 individuals over a 70 year lifetime. The state lists over 900 chemicals and the list is growing. On electrical fixtures, often the warning is put on wiring. I assume one of those chemicals is used to make the lamp wires... I am not worried.
