Would this fit to a blue snowball ice condenser microphone?

This will only fit if you have mic stand for your snowball microphone.Because it will only connect to the stand not on the mic.

Is ithis one made of two layers of nylon? i bought a brand called dragonpad, it's made of 2 layers, i could still hear a lot of pops which sucks...

Yes this has double layers. Maybe you could use an additional windguard on the mic itself.

What is the diameter size? how many inches?

I'm not sure what diameter you are talking about but all of the attachments are tighten to fit. As for the Shock mount of the stand, I couldn't fit my Blue Yeti mic and had to use the screw on attachment option, which is an okay solution. It fits a regular sized mic about 6-7 inches in circumference. The shock mount is also a squeeze fit mount so anything around that size is safe.
