Can you clarify the dimensions for this item? the top or bottom platforms. Are they not square? or is one larger than the other?

The top and bottom are flat squares 9"x9" they are 2.5" high. The base of the column is more ornate then the top and has a hole on the base to fill with sand or gravel for ballast. The hole has a plug. I use it as a plant stand, I am very happy with it.

Can this be painted white?

I don't see why not! I think spray paint would work well. We used them for our wedding ceremony and they looked great :)
