I see that camco has u.s.a. on the package. does this thermostat consist of chinese components ?

Very good question. and to be honest I am not sure since on the package it says made in the USA I am assuming that it was completely manufactured here in the good ole US of A. but I will be more than happy to investigate this more and update this posting when I find out more information.

Will this work with 240v power supplies?

No. 240 is usually supplied as two 120's but now you're in the area of danger due to ignorance and you'd be better off getting an electrician in who knows how to do that or just getting a thermostat made for your water tank.
