No but the Vive itself has a built-in mic - in front on the bottom - see the tiny hole right in front of where your nose would be? That's the mic.

Why will this take 1-3 weeks to ship?

Can you have audio come out of the strap and pc/video card at the same time?

Yes you can. Under “Mirror audio to device” choose the audio device from the drop down list where you want to send additional audio."
