Is this a decent quality plastic?

I find the plastic to be sturdy and flexible. It should last a long time and looks good. After all, it just sits there.

My order is missing cable ties?

They are only in ONE of the two boxes.

Does the box come with the power strips/bar?

No it does not come with a power strip.You have to use your own power strip.The cable box is great for hiding those messy cords.

Will this box fit a square power strip?

The larger one holds the power extension with 8 outlets (oblong shape) easily. The shorter side of it is about 5 3/4 inches (inside). If you square power strip is 5 3/4 x 5 3/4 or under, I'd say, you wouldn't have any problem to make it fit.
