Can this be used in a fish tank w/o shrimp?

I use it in my shrimp only tanks as well as tanks with shrimp and fish. The Panda Garras and goby in my tank need biofilm to survive. While this product is meant primarily for shrimp, some fish,snails and other invertebrates also benefit from it.

Is there a shelf life for this product in the container it comes with?

Yes and no. It comes with an expiration date because in Germany they are required by law to include one. However, we have used these well past their expiration date without any issues. As long as the powder stays dry and away from any heat you shouldn't run into any issues.
