Are there loops on the end to run a string through to be able to hang them?

There are no loops and each package is made up of individual strands.

Can they be used outdoors?

Though they technically can be used outside, I would expect them to color fade in too much sunshine and not hold up in the wind. They are well enough made that in a protected area, they should hold up just fine and in fact, would do better outside than inside because they have a strong odor that really needs to be aired out for a few days.

Stick pins/skinny short nails hold mine onto the bark of an oak tree. I also stuff the ends into a planter pot to give the illusion of real growing ivy.
