will this work with a morse keyer to radio?

Unfortunately I do not know the answer to your question. I purchased this cable to work as a 12 volt trigger between a Marantz AV-R & a Martin Logan subwoofer. It didn’t work as I had hoped, so I returned it.

does this cable hook up to my avr to external amplifier?

It can. If your avr has a trigger output and your amplifier has a trigger input then you can use this. THIS IS NOT A STEREO CONNECTOR. This is a two wire statuses for trigger function.

I need to strip off one end for an amp that only accepts + & - wire not the female for this. Inside what color wire is which?

You will need to test polarity with an Ohmeter . Connect one end of the amp + wire to one of the stripped ends of the plug and then check the plug end for contnuity.

Is this cable 3.5 mm at both ends?

Yes... used as an input cable for my IR repeater to Denon AVR
