Q: Would this cover be way to big for a 20 inch tv?

It was large, but useable, on my 21 inch TV

Q: Does the front open up so you can watch TV?

No, it only opens in the back for cables and such. I just slide mine up from the bottom, over the top of the TV.

Q: Does this protect against sun rays

We purchased this cover for our TV on our boat and had no issues. I hope this helps
