A common use would be to supply a constant 12 Volts output from a "12 Volt" (Car) Lead Acid battery that can actually have a fully charged voltage of around 14 Volts, dropping to under 11 Volts when nearly discharged. Another use is to "boost" the Voltage at the output - the same 12 Volt Lead Acid Battery could be used to boost the Voltage to, say, 24 Volts. Yes, you could use a transformer and rectifier diodes, plus regulator/smoothing components to create the DC Input Voltage from the Mains Power (120/240 Volt AC) - but what would be the point? You might just as well buy a Mains AC to variable DC Output Power Supply in the first place. Adjustment is fiddly, as with any item with limited input controls. Voltage indicator is quite accurate once calibrated against a DVM and output voltage is surprisingly stable over a large range of input voltages. Current output indication is less trustworthy, even once calibrated it is is not linear over a range of output voltages.However, for the price, and as other reviewers have said, it is a handy item to keep around.
