Q: Can these be used to just cover the tops of a 96x48 inch table without using the leg options?

Not sure. We used them to cover our 8 foot long tables and they worked well.

Q: what is the width for 4 feet cloth ?

Stretched it's about 4 foot being that's it's connected to the sides like you see in the picture and makes it's way all the way down... =)

Q: Will this cover fit on a table 48 long x 24 wide x 36 tall table?

Hi: You should have no problem. I purchased this cover for my 48x24 folding utility table that adjusts to 36", and it fits perfectly. I used this table/cover for my Christmas Village last year and received many compliments. The cover is good quality at a reasonable price. Hope this is helpful.
