Does this charger work (and reset the Charge Level) with the Intelligent Batteries?

My CG-800 quit working after 8 months. But yes, It did show a full charge after charging, while the charger worked.

Will the cg-800 also charge non canon brands of bp 820/828 battery?

I use the CG-800 to charge only BP-808 batteries. However, I have another Canon charger for a different camera which is able to charge an Energizer battery that I use as a backup for the Canon one. I hope this helps.

Is the charger CG-800 made in Japan?

Nope. Canon's charger is made in China.
