Q: Was anyone able to get this to work at Gig speed?

I am running it in a Linux system and verified the OS read the speed that the device was capable of as 1000 Mbps. The actual speed will vary on your cabling type i.e. Cat 5/5E/6/7, etc .. and the length of the cabling. All my runs are 7-10 feet and I use Cat 6 or higher whenever I can.

Q: Will this work with windows server 2019?

Not out of the box, in fact you'll be hard pressed to find any vendor supplying Ethernet drivers for Windows Servers, but all is not lost.. There is a blog that describes a process of extracting the appropriate INF file and editing it so that it can be used with Windows servers. Not sure that I can post the path to the blog here, so Google: blog workinghardinit work 2017 06 19 installing-intel-i211-i217v-i218v-i219v-drivers-windows-server-2016-eufi-boot. Although it's written for windows server 2016 the concept is the same for windows server 2019. Hope this helps you out.

Q: What is the dual inline chip carrier (at the back of the circuit board) for?

My understanding is that this is used for a "boot ROM" chip used in local networking systems.

Q: Win xp compaq "realtek rtl8139/810 nic" has 36 mbs down and 30 mbs up. no change with realtek rtl8169/8110 family gigabit. is this any improvement?

RTL8139 is Fast Ethernet 10/100Mbps NIC, while RTL8169 is Gigabit 10/100/1000Mbps. RTL8169 will run at 1Gbps if you connect it to Gigabit Switch.
