What is the different btwn this and a 5/8 24- unef rh tap? do i need to drill out the hole before using this tap?

I'm honestly not sure of the difference but it does require the proper threaded insert to attach the pedal. I did no pre drilling before I used the tap.

Can you use a drill or regular wrench for this tap?

I used a regular wrench, but you must have a very secure vice to hold what you are tapping in place.

Is this tap for the 9/16 inserts?

Yes it is for the 9/16 insert with 20 TPI.
