I have a 7 inch dust collector inlet that I wish to reduce to a 6 inch pvc pipe, and would like to know if the 8 inch side seal to a 7 inch fitting?

Check the fernco.com website for the exact ID dimension, which is 8.51". Fernco says it will tighten down 5%, which is ~8.07". If the OD of your 7" pipe is about 8", then it should work. You can increase the OD of your 7" pipe by wrapping it with duct tape or some other material.
