It comes with both keyboard and keycaps. If you pick pink and white keyboard they will give you a set of blue and white keycaps. If you pick blue and white keyboard they will give you a set of pink and white keycaps

Can I change out the key caps for anything I’d like?

The keycaps do come off, and can be replaced with other keycaps

is this keyboard hotswappable?

My understanding of "hotswappable" in a keyboard is that you can replace the keytops while the keyboard is plugged in and working. So YES, you can pull and replace keytops on the fly, without shutting down your machine. If you are asking if you can swap the switches, not just the caps, I'm sorry that I can't answer that for you. The extremely sparse manual says nothing about it.
