Can I take this in my carry-on bag on a commercial airline?

I dont see way not. Its small and light. I would fly with it. But you would have to take it out and put it in its own bin with all of the other electronics . I fly with a headlamp.

I just received mine and the package says "Designed in the U.S.A. Made in China".

Is this light waterproof?

The video on their website says it is waterproof IPX4 is the rating

Is it possible to lock out the light so that it doesn’t get turned on inadvertently or does the design prevent that from happening?

I don't see a lock. You have to press the button to turn it on. If you have a toddler or smaller child you are worried about turning it on - just leave the top section"unpopped" and it makes getting to the button harder.
