No. Anytime Milwaukee's part # ends in a -20, it means it is a tool only. If there number ends in anything other (-20, -22, -22HD) it means it is some sort of kit with a battery or batteries and a charger.

Is this powerful enough for lug nuts on tires of F350 truck?

Iam using the 18v mid torque, at work, automotive shop. 600 ft/lbs is not always getting the lug nuts loose on a car. So don’t believe, it will be enough on every F350. It depends on the person, who put the lug nuts on before.

What is the difference between this person model and the 2861-20?

1/2 2861 big and 2962 middle size can have 1/2 and 3/8 the last two number mean one is come with package with charger and battery one only the tools for example 2962-20 tools only no charger and battery

Enough torque for general backhoe repair, up to 1-1/2" sockets, or do I need the high-torque model?

It would work for general backhoe maintenance of your own backhoe (using a 6Ah battery or bigger), has 600 ft/lb breakaway torque, but if your gonna use it all day everyday I would go bigger, so you wouldn't wear out the tool with everyday use.
