It does - it's more like a cheap sack but I don't recall if it has draw strings or not.

Can an 11 year old fit in it

This is an adorable sleeping bag, but be advised that it is pretty short. My 4’6” 11-year-old can fit all right, but wouldn’t be able to pull the bag up over her head when the coyotes howl. I’m exchanging for one marked “Youth” which fits up to 5’5” (this size claims to fit up to 5’).
