will these cut a saltwater grade fishing hook?

Yes - in a heartbeat! These are 8 or 9" and if it just for cutting finishing hooks, a good 6" set will be perfect and easily stow-able in a tackle box.

Are these pliers spring loaded, aloowing them to open up completely without assistance? If so how strong is the spring? Will my hand get tired w/ use?

Is this plier/snipper made in Taiwan (R.O.C.) or in China (mainland) ?

Mine are just marked Crescent with the part number PS5429C. The quality of the cutter is such I doubt it is from China. Mine keep getting stolen they are such good cutters. I use mine on copper and aluminum wire mostly.
