Does it make them stronger or grow longer because I have a horrible biting problem and I want them to grow long and fast

The packaging does not list parabens as an ingredient.

Can I use this over my nail Polish?

You need to read the pkg instructions as with any new product. I wear it on bare nails only and under any polishing I use polish. I believe the instructions also suggest the underside of your grown out nail. You should always read all instructions before proceeding with any product.
