When the glow goes away is it still better than the factor white sights?

Depends some factory white sights are very nice some are not so much, But in the case of a couple of mine they just have black iron sights and anything is better than black on black!

Is this as bright as the pictures show? Need to paint front sight on ruger lcp2. Also dots on s&w m&p shield ez 9mm. Will it last long?

Thee Green is very bright in daylight since the dye is fluorescent. Make sure you let it dry and allow it to cure for 2-3 days it will last for many years. the median life of the glow is 15 years.

I need to color the stock serrated stainless front sight on a S&W model 64 revolver. Will it work for that?

Yes of course it'll work. Make sure the area is clean and patiently lay3-4 coats to make a significant mar that covers the serrated surface and looks flat. allow 4-5 days for it to dry and cure before you holster it.

Does this need a primer put on first?

Glow-On Super Phosphorescent doesn't need a primer. However, the surface has to be cleaned with a clean paper towel and plain alcohol. No rags or petroleum-based cleaners. Let it dry and let it cure for a few days, don't try to scratch it to test adhesion. If you do this right it will last for years.
