Q: Would you say these are better than Winsor&Newton?

These paints are different than regular watercolor paints. Because they are semi-moist, they are easy to work with, blend well together, and keep their color when dried. When I don't want to take a lot of supplies, they are easy to use and moisten well for plein-air painting, also.

Q: Is there any listing of what colors are in the pans? I'd like my students to understand the color wheel, but I have to guess what each color is.

I bought them for my grandchildren, I don't know if there's a listing of colors in the packaging and I don't see any listing in the photos. Cheap Joe's sells them online as well and states the colors as "Blue, Brilliant Green, Carbon Black, Deep Violet, Green, Light Brown, Ochre, Orange, Ruby, Scarlet, White and Yellow." They have been wonderful paints though, nice saturated colors.
