What are the elastic cord loops with the 1 inch round balls used for?

Really it can be used for many items common use is for a flashlight you can go behind webbing and use the ball as a quick release locking device by inserting it into the loop end of the elastic.. many uses what do you need quickly ? A C.A.T. Tournequit device or sterile wraps. Endless possibilities really.

Will this work on Rago Fabrication molle panels?

I do not have the panels, but there is no reason some should not work, although the panels are rigid in place even if the molle straps on the pouch are off space for the panels they should still be capable of latching, that being said the other components may not work due to lesser give and possibly because of the thickness of the panel, i believe the D locks would work, it’s tough to say with the smaller accessories, the items in the kit work very well with flexible molle 600 and 1000D if you happen to try this with the panel please relay more info thanks and Rockon
