Q: What species are these seeds?

Specie unknown, seller never responded. To be honest, this seeds are not good for carpeting, they grow fast and tall ad green but I was getting crazy pruning every to days so I got rid of them.

Q: Do I submerge the seed before they sprout?

No you do not, you should sprinkle the seed in the aquarium on top of whatever medium you chose as your base. Make sure the temp in the aquarium is between 72 and 80°F, get a mist sprayer make sure to spray a good healthy mist in there 2 to 3 times a day. And be patient with it, it really does take about five days or longer before you start seeing sprouts sometimes depending on what temp the tank is at and you really do want to give the grass solid 17 days total to really grow and take rut before you try filling the aquarium. And definitely try to pour the water against the Side of the aquarium to minimize disturbing the sediment or else you’ll get bald spots. And I would do that almost all the way to the top.

Q: Do the plants propagate and spread to cover the substrate if the initial germination doesn't completely cover the substrate?

These plants do not propagate beyond germination

Q: Will spraying hydrogen peroxide to get rid of the white mold hurt the plants?

I don't think it will, typically you would dunk the entire plant in a bucket of the mixed solution to wash it though.
