Yes. I use two parts developer to one part toner.

i have a few white hairs that i like to selectively dye black, which developer should i use for this?

Thank you for reaching out to Clairol and asking this product question. Taking white hair to black is a little more complicated than choosing the correct developer. When you go2 levels darker you need to fill the hair before color application as the missing pigments from the hair need to be replaced on white hair before going from a level 10 to a level 1.
