yeas but you should use extra, (Larger than the button) piece of vinyl to keep from tearing out.

I think they are line 24. Cap Diameter: 15mm /0.59inch Stud Diameter: 13mm /0.51inch Socket Diameter: 14mm/0.55inch Post Diameter: 13mm/0.51inch

Would these fasteners go through velcro straps?

No, the ones I purchased were too low quality to work on Velcro straps. Also the holes were not big enough to connect the two snap pieces together without damaging the snap.
