Hi, this chipset is Asmedia 1053E.

Q: Is this what's needed to put a 3.5" hard drive in the PS4/Does it work for that?

The PS4 takes the 2.5" internally. You may be able to connect your 3.5" with this but it would strictly be for archiving purposes, because only games saved into the internal drive are playable. If you are just using it as an external hard drive then putting the 3.5" into an enclosure would be a better option.

Yes, you can format all your are drives via Archgon MH-3507-U3A and it is definitely compatible with USB 2.0 interface

Yes, power has to be supplied for it to operate. It comes with a power cord and a USB cord.
