YEARS DRIVE MAKE MODEL 2008-2012 4WD Jeep Liberty It should work but we have not tested the Artic edition. As long as its not pre lifted from factory it would work.

Will it work with 280/70r17?

No, that is too big. The instructions say you can run 245/75R/16 or 265/70R/16 tires on 8" to 10" wide rims. I am running 245/75R/16. You will need a taller lift kit to clear your tire size.
