I see 2 different dr lip balm ,which one is the better

I'm using the 1% hydrocortisone, actually bought it in an unopened package in an estate sale.  I have been dealing with chronically chapped lips with swollen bumps around my lips.  This is the only balm has has offered almost complete reversal in about 2-3 weeks.  I am finding that I do not have to use it as often; was using some kind of balm continunously during the day.  I  now use it about 2-3 times a day.

Is it ok if I use it more than the instructed 3-4 times daily?

I do not know.  It dd not work for my lips.  The best thing I have found is Chap Stick Hydration Coconut 3 in 1

Is this product cruelty free?

This product contains beeswax. Cruelty-free advocates only use beeswax when the company can certify/guarantee that bees are not harmed during wax extraction. Pretty much safe to say extraction is going to kill some bees, which is why cruelty-free watchdog groups do not recommend beeswax products. Vegans also typically avoid them because insect products are not vegan. Check out cruelty free kitty website for cruelty-free products. (I think she has 150+ brands listed there now.)

(FWIW, seems like the main ingredients here are petroleum jelly and mineral oil, which you can buy and mix on your own. If you NEED to, I supposed you could add some cortisone cream (OTC). The beeswax is there to help provide a barrier, keeping moisture in while POSSIBLY making it harder for the product to rub off. However, beeswax gets pretty liquid-y when it gets heated by body heat, which means it can also be removed fairly easily. Wax and oil both leave some degree of barrier film for a period of time.)

Is this an ointment or more like a thick cream?

It is like a thick gel. The heat from your finger warms it up so that you can get enough on your finger to apply. I prefer the regular Cortibalm in the tube-like regular chapstick.
