How do you handle a thermostat with this unit?

My contractor connected a thermostat in the kitchen it heats.

If you ran cool water through this would it act like an AC? (without dehumidifying)

Yes it would to some extent, and it would also condense the water in the air thus dehumidifying. the amount of cooling would depend on how cool the water is. You could expect it to drop the air temp going through it by 15degrees or so.
