Yes, I've used it on various surfaces already. As long as it's a smooth surface, not textured, it will work.

Is this squeegee strong enough to rake moss of of a roof?

I say that would depend on the smoothness of the roof tiles and the moistness of the moss. I use it in my shower to push off excess water into the drain. It does stick to non-moist and rough surfaces as evidenced by my efforts on our partially dry tile floor. It is a good squeegee for that purpose.

Is the handle replaceable?

Not that I can see. Does not budge. I recommend asking manufacturer.
