can you plug it to a normal house plug ?

Yes you can plug it into a normal household plug. The unit comes with a household plug and a 12volt cigarette plug for use in your car.

Can you still use the wheels with the cover on?

Yes, the device is very well made and the wheels are supportive of the freezer with the cover on. There are little openings in the cover for the wheels. Excellent freezer/cooler.
