Q: Will this work with 12v car cigarette lighter phone/laptop charger?

Yes. It worked with my USB car adapter and also with my USB backup battery, but didn't last more than about an hour on the backup battery. A larger capacity battery would have lasted longer. I have been using it with a plug in wall adapter and extension cord so I do not have to have the vehicle ignition turned on. Many vehicles disable power to the cigarette lighter outlet when the ignition is turned off. Any 5V USB power source should work fine.

The led light board together with 5m USB cable. Just plug in the USB power source

Q: Can i connect the usb to cellular charger?

No, the charger pulses and you need DC with out the pulses I use a jump pack the I have that has a USB on it the is DV voltage (no pulses)LT
