Is this a set of 2 or just a single?

Just 1 bell. I also thought it was 2 per set because of the first photo that shows set of two with the dog. I did not read the details. I also agree that the photo is misleading.

Will it be easy to train a 2 year old beagle?

I’ve now used these bells to train 2 dogs but they were both puppies (3 months old). If you are patient and work with your dog, I think you would be successful. Both of my puppies learned within a week or so.

Does anyone have a problem with the puppy chewing the strap they are on?

We have no trouble with our dog chewing but she will just go and play with the bells, including hanging on the strap and kicking around so it makes a lot.....of noise.
