Q: screw on to a 5/8 pic line? I understand it screws on and off, but how does is attach to the actual line?

Yes the cap screws on and off. THe line pushes into the sleeve.

Q: How much psi can it take before popping out?

I used this as a plug at the end of some black landscaping edging. I was afraid water, mice or other varmints would get in the opening and cause trouble. It worked great and never came out.

Q: Would this work on a 5/8 inch weeper hose?

I don't think so it's made to work with the rain drip hose.

Q: is this push or screw on?

The right hand end in this picture is a push on fit for 0.704" OD irrigation tube. The other end is a screw cap with standard 3/4" female hose thread plus sealing washer. It is useful for flushing out the line.
