is the stand pictured included with purchase?

I did not get a stand with the one I got, but I got an earlier model without the PU bottom. But if I had to guess, I would say that the photo is just showing you what accessories you can put in the bag as it’s showing two monitors as well, but the bag obviously doesn’t come with monitors.
