Is this considered to be powdered ube? Or is it a different type of purple yam?

Purple Sweet Potato Powder is not the same as powdered ube. The botanical name of the purple sweet potato we use is Ipomoea batatas whereas purple ube is known as Dioscorea alata. Ube is sometimes confused with taro and the purple sweet potato (Ipomoea batatas cv. Ayamurasaki) but is actually another root.

Is the powder fine enough to color frosting?

Yes, it definitely is. I would add a dash of milk and dissolve first, then add to your frosting.
