How big are the actual cupcakes? We are looking for something to use with the Brookstone sand/polymer mix.

The height with lid is approx 3 inches tall. Without lid(just the cup) is 1.5 tall by 2.5 diameter. I'd say it's close in size to a real regular size cupcake.

What age is this toy for?

My girls have used it during the ages 18 months-6. My 6 year old still plays with it on beach trips.

could you use these for playing with play dough also?

These would require a lot of play-doh. I think it would be rather cumbersome. If you are looking for a toy to use with play-doh, I would consider the Melissa and Doug cookie set for sand.
