The hm200p does measure in inches and centimeters and has a 5.5 to 78.75 inch height range.

Does the individual have to stand on the foot plate to be measured?

The foot plate is part of the Stadiometer so you need that installed to measure correctly. If you place the item on the floor with out the foot plate it can be installed incorrectly so the measurement will be off. Other then that the foot plate tells the patient where to stand and does not influence the measurement.
