Yes, with the help of an adult. He will LOVE it!!

Q: When you mix the agar, do you have to use it all right away? That is a lot of experiments to do at the same time!

It's enough agar to fill the 5 petri dishes. In my class we did use all 5 for an experiment, but it seems like you could refrigerate them to use at a later date. (btw, allow plenty of time for the experiment, 10 days before our science fair was cutting it close.)

Q: is this too kiddy for a 13 year old just becoming interested in everything space?

I think so. My eight year girl loved it. It seemed to be perfect for her age. The NASA website is amazing, get your son to check it out!

Q: Would you recommend this kit vs. just petri dish experiments?

If you plan to do several experiments that require many petri dishes or the observation of multiple variables, then getting just the dishes is a best bet. The only thing I needed when I bought the kit was a few petri dishes for a Kindergarten science project on germs. We used them all, but had I've made a mistake, I would have had to buy more. So, the answer will vary depending on your project. But, the kit worked well for us.
