No it does not come with the transfer sheets or roll.

What cut setting should i use for the cricut maker? i don't have a vinyl+ setting

I used the standard vinyl setting and had no problems.

Can I use this in a car to cover up the shiny black plastic that scratches so easily?

I personally think it wouldn't last. Especially if you're in a hot city during the summer.
