Is the netting really 84" tall, I have seen others say 7' tall but they are not. How tall is just the netting with no rings. I need 84"?

Yes, the height is correct...I ordered my netting thru Amazon for my 10X10 gazebo...I do take good care of the screen and store it in the basement each winter....Still in good shape..

How many velcro fasteners per panel?

I just ordered the 10x10 and it has velcro (hook & loop) fasteners about every 16". I had to extend the velcro straps in the corners to reach around the top rail plus the corner frame. I didn't want the plastic loops and this is the only one I could find with velcro straps to connect to the top rail. Very happy with this netting.
