Yes it is. Went through fall and winter without any problems. Looks like the day I started using it. Live in Connecticut and had snow, rain and bellow freezing temperatures. I used on set of four stack chairs with an inverted bucket on top to keep water and ice from forming.

Q: Would this fit a high top table and high top chairs?

Probably too small in circumference for a high table and meant for up to four stacking chairs so might fit two stacked but not sure. We used for only two regular height stacked chairs and lots of room. I personally don't think I would chance it fitting bistro type chairs and definitely not the table. You should be able to find covers for those items.
