That was my hope, but unfortunately when you factor in the height of the ball plus the extra 3 or 4 inches needed for the trailer’s hitch to clear the top of the ball, you really need to use a 4” drop ball mount. My situation may have been unique due to the rack I was using. **Q: As long as I'm within the tongue and tow limit, can I use a weight distribution hitch in the lower receiver?** A: Yes using the lower hitch would be the same as not having the upper section as long as you don't have something else in the top receiver.
