Does this cut tissue paper?

Though I haven’t used in on tissue paper I am sure it will tackle it no problem.

Does the cutting guide lift up to allow accurate placement of paper or card without struggling to push it underneath,please?

Yes the plastic flap opens up and it’s pretty easy to put your paper or card in. I’ve not had mine move either but it recommends you hold your card in place while cutting to avoid this and so far it’s been great
