Q: I am asking only because i see that, the item is hand-crafted. can one be made that is 13x10x4?

I doubt it. These may be Hand Made, but that's different from 'Custom Made'. Items like this are still made in a production line of sorts where they use premade templates to cut the leather. So it's not an easy thing to make a custom size. If you search online and provide photos, you can find Leathercrafters that can make a custom size for you...but it's not going to be less than $100. Probably more like $300-$500

Q: Do you need to weatherproof the bag to protect it from the rain? Would you use Scotch Guard or something else?

If you are exposing it to weather all the time, a good leather conditioner like mink oil would do it some good. I commute by vehicle, and have a short walk to the office. I have not done anything with the leather, and I think it still looks great.

Q: What’s the difference between the large and the other size?

I didn't even know that there were two sizes sorry. I can tell you that it is a wonderful bag. Just looked and the only thing I can see is one is square on top and one is is just flaps over. I have the latter and think it is more than enough size for office work. I also put my gaming laptop in with more than enough room for other things.

Q: My laptop is 15”wide, not diagonally. Will it fit in the interior laptop pocket?

I have a 2018 15" MacBook. it fits, but the velcro strap doesn't fit over the top of it. If that's a concern I'd head another way.
